Professor Löfstedt’s review of Health and Safety legislation has recently been published and our Senior CDM Co-ordinator John Beadle will be watching with interest what changes the Health & Safety Executive (HSE) will put in place to meet the recommendations of the report in particular those that will affect the operations of W. R. Dunn & Co and our clients.

The headline issues for construction include recommendations to review some aspects of ‘competence’ – in particular to consider amending the requirement ‘to take reasonable steps to demonstrate competence’ or to consider if it is possible to achieve an improved outcome by amending the CDM ACoP.  The report also recommends action to reduce the proliferation of accreditation schemes and competency qualifications that are costly for industry, and which have questionable benefits by perhaps, development of a single “Construction Industry Card Registration Authority” as an independent agency.  The Report also calls for the HSE to complete the evaluation of the effectiveness of the Construction [Design and Management] Regulation 2007 and the associated ACoP by April 2012 to ensure that there is a clearer expression of duties, a reduction of bureaucracy and appropriate guidance for small projects.
